TexMEP invites members to join us to prepare for the rate hearing taking place on May 19, 2023. 

Our prep call is scheduled for Friday, May 12, 2023 at 2:00 PM (CST).

We will review the hearing topics and assist members who are looking to construct verbal and written comments.

Best Practices

Here are a few guidelines for successful testimony to Texas HHSC Provider Finance during Rate Hearings:

  1. Speak clearly and be succinct
  2. Have a specific ask
  3. Use logical reasoning and documentation to support your claims
  4. Understand how rates are reviewed and target your testimony accordingly
  5. DO NOT attempt to address rates that are not up for review
  6. Follow up oral testimony with written testimony
  7. If unable to attend, remove yourself from registration and provide written testimony 
  8. Keep to your allotted time (typically 3 minutes)


TexMEP will be available to assist or edit your testimony.  Written comments regarding the proposed payment rates may be submitted instead of, or in addition to, oral testimony until 5:00 p.m. on the day of the hearing.
